The Vision of the Board of Directors, which oversees Prospect Hill Cemetery, created through a strategic planning process to map the next 25 years for the cemetery reads as:

By 2016, Prospect Hill Cemetery will become Towson’s most esteemed Cemetery … where new generations of Towson and Baltimore County families can join together to preserve, treasure and celebrate our history in an intimate, serene and beautifully maintained park setting.

Beginning in 2009, Prospect Hill’s Board of Directors participated in an 18-month strategic planning process that identified four areas to be addressed in realizing this vision setting specific goals and objectives for each area:

  1. Public Awareness of Prospect Hill Cemetery
  2. Grounds Enhancement
  3. Long-term Fiscal Sustainability
  4. Leadership and Board Development

Implementation began with a concept plan from the land planning firm of Daft, McCune & Walker, which was approved by the Prospect Hill Board in 2010.

The next step was developing a master landscape plan with Pinehurst Landscaping, recommending upgrades in six areas of the cemetery to be made in the next 3-5 years.

The master landscape plan focused on completing plantings in two key areas: Babyland (an area specially created for burial of infants and young children) and the north boundary of the cemetery that abuts the Promenade project.  Both projects have been completed.

In recent years, the Board of Directors has worked on an ongoing basis with Hoehn Landscape Architecture, LLC, to guide future property enhancements.
